What’s up with Ukraine’s media regulation in February 2026?

A relatively uneventful February concluded with the formal creation of the EMFA implementation working group within the Parliamentary Committee on Humanitarian and Information Policy. The discussions around the new draft Civil Code of Ukraine became more heated, although not in the areas related to media freedoms. The media regulator was the most active authority, finalizing the process of elections to the public service media’s supervisory board.

The most notable events happening in this period were:

  • the establishment of the working group for EMFA implementation;
  • the finalization of Suspilne supervisory board selection process;
  • adoption of the media regulator’s annual report.

This series of digests, produced with the support of International Media Support (IMS), provides an overview of the proposed and adopted legislation in the spheres of freedom of expression, media regulation, privacy and data protection, Internet regulation in general, and the activities of the National Broadcasting Council in the area of Media Law implementation.

As usual, the digest contains references to documents discussed in previous issues and provides follow-up on the acts and events described therein.
