What’s up with Ukraine’s media regulation in April 2025? 

In the wake of the screening meeting in Brussels on Chapter X of the acquis communutaire, Ukrainian legislators continued their movement towards transposing EU standards in the spheres of media and digital transformation. Long-discussed legislation on media services provided under conditional access and further amendments to the Law on Media have been pushed forward by the MPs in April. The Supervisory Council of the Ukrainian public service media re-elected Mykola Chernotytskyi as the Head of the Board, choosing to continue his course on changing the media. 

The most notable events happening in this period were:

  • the completion of the competition for the position of the Head of the Board of the Ukrainian public service media, Suspilne;
  • the adoption of the law protecting media services provided under the conditional access;
  • the progress of the amendments to the Law on Media, aimed at implementing a number of EMFA provisions; 
  • the publication of the second reading version of the Draft Law #7033-d, which significantly restricts access to judicial decisions.

This series of digests, produced with the support of International Media Support (IMS), provides an overview of the proposed and adopted legislation in the spheres of freedom of expression, media regulation, privacy and data protection, Internet regulation in general, and the activities of the National Broadcasting Council in the area of Media Law implementation.
