A sudden government reshuffle in July shaped the fate of numerous legislative proposals submitted by the Svyrydenko government and marked the first time under Zelenskyi’s presidency that the key ministry in charge of digital rights was not chaired by anyone from Mykhailo Fedorov’s team. On top of that, the President had finally announced the competition for membership in the media regulator for all four positions under his quota, with the previous members’ mandates expiring in March 2025. The NBC had also been active, submitting its draft criteria for determining online media and approving the first expert panel under the co-regulatory mechanisms.
The most notable events happening in this period were:
- the dismissal of Yuliia Svyrydenko’s government and the appointment of a new Minister of Digital Transformation;
- the beginning of the selection process for the NBC membership under the President’s quota;
- the adoption in the first reading of the draft law decriminalizing the dissemination of pornography;
- the NBC’s approval of the first expert panel among the co-regulatory bodies.
This series of digests, produced with the support of International Media Support (IMS), provides an overview of the proposed and adopted legislation in the spheres of freedom of expression, media regulation, privacy and data protection, Internet regulation in general, and the activities of the National Broadcasting Council in the area of Media Law implementation.
