What’s up with Ukraine’s media regulation in January 2026?

January was marked by a government overhaul that could impact subsequent policy directions in the digital transformation sphere. Otherwise, the month was relatively quiet: the newly registered draft of the Civil Code of Ukraine has addressed some of the concerns of civil society and media experts, while the media regulator was concentrated on assisting the process of elections to the pubic service media’s supervisory board.

The most notable events happening in this period were:

  • the extension of the martial law period until 4 May 2026;
  • the change of governmental position of Mykhailo Fedorov from the Ministry of Digital Transformation to the Ministry of Defense;
  • the registration of the new draft law of the Civil Code;
  • the continuing processes of the public service media’s supervisory board selection.

This series of digests, produced with the support of International Media Support (IMS), provides an overview of the proposed and adopted legislation in the spheres of freedom of expression, media regulation, privacy and data protection, Internet regulation in general, and the activities of the National Broadcasting Council in the area of Media Law implementation.
