What’s up with Ukraine’s media regulation in June 2025?

At the beginning of the summer, the President signed the long-awaited Draft Law adopted last October, enhancing journalists’ protection in war zones. Other than that, the Verkhovna Rada mainly discussed legislative proposals in the committees, submitting some of them for the first reading, which is expected in the upcoming months. The media regulator had presented a schedule for the re-election of the public service media’s supervisory body members from the civil society organisations, which shall be completed by February 2026.

The most notable events happening in this period were:

  • the signature of the Draft Law #11153, guaranteeing the insurance of journalists and media personnel working in the zones affected by military conflict by the media they represent;
  • the adoption in the first reading of the Draft Law #12406, establishing criminal liability for breaching sanctions, and its influence on Internet freedoms;
  • the beginning of Suspilne’s Supervisory Board re-election processes by the NBC.

This series of digests, produced with the support of International Media Support (IMS), provides an overview of the proposed and adopted legislation in the spheres of freedom of expression, media regulation, privacy and data protection, Internet regulation in general, and the activities of the National Broadcasting Council in the area of Media Law implementation.
